Inside the Saginaw County Governmental Center cell phones are not allowed in most areas. This new rule has been in place for several months. Officials say this was done in response to concerns over the distractions and commotion they have caused when they start ringing either in an office or in a courtroom during a trial. There have been reports as well of people involved in cases and even witnesses having their pictures taken.

But now a lawsuit has been filed that says by allowing the ban First Amendment constitutional rights are being violated.  Next, a federal judge will make the decision if the ban will stay in place or not.
