War, Should We Declare it?

The intelligence community in the United States has deemed a video of a second American journalist being beheaded as genuine.  The Islamist terrorists have released the video of Steven Sotloff's execution just a few weeks after James Foley was murdered.

ISIS is claiming this is a second warning to the United States.  More journalists are being held captive.  What should the president do?
