Legislating from the Oval Office?
During the last 8 years President Obama decided that he did not want to work with the Congress to attempt to achieve his policy goals. Due to his decision he decided to legislate from the Oval Office using Presidential Memorandum's and Executive Orders.
Presidential memorandum are suggestions and Executive Orders (EOs) are legally binding on federal agencies and officials in their dutuies regarding laws or policies.
