According to the USDA, it's illegal to pick any wildflowers without a permit if you wanna go full-on flower child in National Forests, Parks, or Monuments. Even on state or private lands, it's a no-go without written consent from the landowner. And don't even think about pulling off to the side of the highway to skip up some flowers. It's a strict 'look but don't touch' policy.
