A new effort in Michigan to try and make higher education more affordable for more in state students. It's called the "Pay Forward" plan and was unveiled today by Democrat state lawmakers in Lansing. Those who qualify could get loans to cover university, college or community college costs with zero interest. They would pay the loan off by contributing at least 4% of their salaries when they graduate. They would have 25 years to do it. The proposal calls for 200 students to take part in a pilot program funded with $2 million.
