William Wagner, President of Salt & Light Global (and the Great Lakes Justice Center) Distinguished Professor Emeritus (Constitutional Law) Former federal judge, Former federal prosecutor. The strikes on Syria raise incredibly interesting constitutional issues, Congress and the White House are already debating the power of the president. This is a really big deal, that the two branches of government have attempted to resolve over the past decades... But have not sufficiently done so... Given the political climate, do not be surprised if you do not see Democrats calling for impeachment, arguing that Trump acted outside his constitutional authority. Never mind that Republicans would likely be calling for the same thing if the president was a Democrat. Trump has some things he can do, and probably is doing right now that will bring his action into compliance with federal statutory law designed to clarify the constitutional ambiguity in this area.
