Is America Headed to War?

Wednesday night in a prime time speech President Obama addressed the current situation in Syria with ISIS.

The president announced part of his strategy to combat the terrorist group is to dispatch almost 500 more US troops to Iraq to assist the country in their fight against ISIS. He also ordered the United States into a broad military campaign to "degrade and ultimately destroy" ISIL.   Obama said that he will not only strike ISIL in Iraq, but also across the border in Syria. He says he is working with Congress to try to stop this threat, that "we are strongest as a nation when the President and Congress work together."  Are they working together on a strategy for war?
