Does Michigan Deserve an F for its Policies for Supporting New Working Parents?

The National Partnership for Women and Families, recently handed out grades to states based on how they support new working parents.  Michigan was one of 17 states that received a failing grade.  The reason behind why Michigan got an "F" was that it lacks policies to support new parents beyond the federal laws.
