Did Grand Rapids Need a $40 Million Rapid Rail System?

On Monday Grand Rapids opened a $40 million rapid rail system.  The system which cost the state $8 million and the federal government $32 million, will cut travel time from the center of Grand Rapids to the suburbs by about half.  Was this a necessary?  Should Michigan put more of these high speed travel systems in place?
